BC Financial Services Authority (“BCFSA”) is seeking a Stakeholder Engagement Manager to join our team. In this crucial position, you will lead the development and execution of innovative stakeholder engagement strategies and design impactful approaches to foster stakeholder involvement and feedback. Experience with large, complex projects and strong organizational and project management skills are considered beneficial. Strong skills in engagement, communication, presentation, and familiarity with policy and the financial services sector are important for success in the role. Preferred post-secondary education in stakeholder relations, public engagement, communications, government relations, or equivalent experience. IAP2 Certification and training are assets.

 

 

ACCOUNTABILITIES 

  • Manages stakeholder engagement and outreach initiatives from concept to final product, and provides expert guidance to internal stakeholders regarding initiatives, engagement approach and methodology. 
  • Manages and guides team members assigned to engagement projects and oversees the work of consultants. 
  • Applies knowledge of engagement principles and techniques, regulatory framework, and stakeholder groups to identify and assess risk and make decisions regarding consultations that may impact regulatory priorities and regulated sectors.  
  • Consults and guides project leads, subject matter experts and leadership team to identify the role of industry and public stakeholders in the decision-making process and to define engagement objectives and determine the appropriate level of engagement and suitable engagement techniques. 
  • Presents and defends engagement plans and strategies, advises on the preparation of comprehensive documents reporting on engagement processes and outcomes and ensures impacted stakeholders (which may include regulated entities and individuals, industry and sectoral associations, cross-jurisdictional regulatory agencies, government, and members of the public) are reported back to. 
  • Provides leadership in the development and implementation of digital engagement strategies to support stakeholder engagement. 
  • Develops monitoring and tracking systems to identify trends, highlight opportunities and mitigate risks. 
  • Engages with, builds, and maintains relationships across the organization and with external stakeholders. 
  • Contributes to the team’s development of internal work practices (e.g., policies, procedures, and tools). 
  • Provides supervision, coaching and mentorship to allow team members to achieve their full potential. 

 

JOB REQUIREMENTS 

  • Demonstrated experience and ability to plan, design, review, coordinate and advise on engagement and outreach initiatives. 
  • Seven plus years of experience facilitating small or large group in-person and virtual sessions. 
  • Familiarity with B.C. legislation and regulatory framework for financial institutions, mortgage brokers, real estate services providers. Demonstrated experience and ability to direct the work of consultants and team members as required. 
  • Able to manage a team and multiple complex projects concurrently and complete a variety of complex tasks within tight timelines, demonstrating professionalism and excellent judgement. 
  • Certification with a related professional association, such as International Association of Public Participation (IAP2), Canadian Public Relations Society (CPRS), or International Association of Business Communicators is an asset. 
  • Media relations training is an asset. 
  • Events management experience is an asset. 
  • Strong analytical and problem-solving skills. 
  • Strong written and verbal communications skills. 
  • Thorough working knowledge of Microsoft Office. 

 

EDUCATION 

  • Degree in Communications, Public Relations, or Journalism with progressive experience in a role specializing in public/stakeholder engagement planning, processes, and outcomes reporting or, an equivalent combination of education and experience.
